BASIC PURPOSE/SCOPE
This Human Relations Manager position is responsible for the HR function during the start-up of a greenfield manufacturing site in Topeka, Kansas, utilizing High Performance Work Systems (HPWS) methodologies in an effort to maximize production efficiencies while supplying our mid-west market area. The successful candidate is expected to have operated in a HPWS environment and understand the full value of associate engagement and what that means to accomplish business strategies.
PRINCIPAL ACCOUNTABILITIES
- Partner with the plant leadership team to recruit, on board and develop an associate workforce to maximize plant efficiency and associate involvement on a daily basis.
- Work closely with the facility leadership and design teams to create an HPWS facility.
- Facilitate the employment process including recruitment, selection and new hire on boarding activities.
- Develop appropriate career paths and training for plant associates as the site matures.
- Identify and provide associate development programs that will enhance the operation of the site.
- Serve as advisor to associates with concerns relating to benefits, compensation, skill development and other HR matters.
- Take a leadership role in plant safety programs, inspections and incident investigations.
- Assist and coach supervisors and associates in administering the company’s progressive discipline procedures.
- Interpret and apply governmental laws and regulations, as well as established corporate policies.
- Investigate, respond to and attend agency hearings and meetings.
- Provide advice and consultation to management on HR issues and programs that are legal, practical and support the company’s mission and values.
- Perform other duties as assigned.
POSITION REQUIREMENTS:
- A Bachelor’s or Masters degree in Human Resources/Organizational Development/Industrial Psychology plus 3-5 years of experience operating in a High Performance Work System environment.
- Excellent communication and presentations skills.
- Computer skills and proficiency with MS Word, Excel, and Power Point.

Duties:

Qualifications:
· Knowledge of and work experience in an HR department with various HR disciplines and related activities, primarily Recruitment and Selection.
· PC proficiency and experience working with Microsoft products, as well as a preference for experience with online Recruitment/Selection systems.
· Excellent written and verbal communication skills with the ability to learn quickly, multi-task and work independently.
· Experience interacting with various levels of individuals with different needs.

Date needed:

The Topeka and Shawnee County Public Library, located in the capital city of Kansas, is seeking applications for a dynamic, energetic, and capable Chief Financial Officer.
The CFO plans, directs, coordinates and supervises the library’s financial operations, prepares and enforces the budget, ensures regulations and procedures are followed, and maintains appropriate records and files.
Qualifications: The successful candidate will have demonstrated comprehensive knowledge of general laws and administrative policies governing financial practices and procedures, comprehensive knowledge of the principles and practices of accounting and budgeting for public agencies; ability to evaluate financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with associates, government officials, and the general public. This position requires abachelor’s degree with coursework in accounting, finance, business administration, or related field and six or more years experience working with governmental accounting and one to three years of supervisory experience, or equivalent combination of education and experience. A valid Kansas driver’s license with an insurable driving record is required.

Beginning Compensation: will range from $75,294 to $94,118 per year depending on qualifications. Excellent benefits, including BCBS health/dental, KPERS retirement plan, deferred compensation and cafeteria plan, with 22 days vacation and 12 days sick leave per year.

Position provides direct overall supervision & coordination of duties for five Fiscal Division employees.
Job requirements include:
· Minimum of Bachelor’s degree in Business Administration, Accounting, Public
Administration or related field. CPA preferred.
· Five to seven years work experience at a professional/managerial level. Work
experience to include responsibility for accounting, budgeting, financial management,
grant reporting, inventory control and audits. Supervisory experience required.
